The Department for Culture, Media & Sport has decided that Manchester's Hotspur Press building on Gloucester Street will not be given listed status. This paves the way for its redevelopment into a 37-storey student tower by developer Manner. The 600-bed scheme was already approved by Manchester City Council before the delay.
