Henley's £1.3 billion Regent Park scheme approved

Henley Investment Management has received approval from Salford City Council for a £1.3 billion redevelopment of Regent Retail Park into a major mixed-use neighbourhood, marking one of the largest affordable housing initiatives in the city in over five decades.


Located just outside Manchester city centre, the approved Regent Park development will transform a 130,000 sq ft brownfield retail site into a sustainable urban quarter, combining residential, retail, and community facilities. The masterplan, designed by Matt Brook Architects, includes the construction of up to 3,300 new homes, with 660 designated as affordable, representing the largest affordable housing contribution in Salford in more than 50 years.


The redevelopment will retain and enhance the existing local centre, with 86,000 sq ft of retail space across around 15 units, catering to both national retailers and independent businesses. Approximately 10,000 sq ft will be allocated for community use. All existing tenants will be invited to return post-construction.


The project will be delivered in two phases across ten buildings, with parts of the retail centre remaining operational during the works to minimise disruption. A key feature of the plan is five acres of public open space, including the 3.5-acre West Union Park, children’s play areas, a village square, and a dedicated community forum to support local engagement.


Henley’s regeneration strategy prioritises sustainable design and efficient land use, aiming to deliver energy-efficient housing while reducing pressure on greenbelt land. The scheme will incorporate 1,000 cycle parking spaces, up to 600 car parking spaces, and new pedestrian and cycling routes to connect surrounding neighbourhoods and enhance links with Manchester.


In addition to providing housing and amenities, the project is expected to generate substantial employment. Around 160 permanent retail jobs will be created, alongside more than 900 temporary construction roles during the build phase.

The development aligns with Salford’s wider growth and regeneration objectives, aiming to create a vibrant, inclusive, and environmentally responsible urban hub.
