Lancashire's tallest building plans submitted

TSS Property has unveiled proposals for a landmark mixed-use development in Preston city centre that would become the tallest building in Lancashire.


The proposed 29-storey tower, named Altura, is planned for a site at the corner of Derby Street and Lords Walk, near the city’s bus station. If approved, the £40 million scheme would surpass all existing residential buildings in the county and stand second only to Blackpool Tower in height.


Altura would feature 218 residential apartments and Grade A office accommodation across the lower levels. The scheme is positioned as a catalyst for regeneration in the city, combining modern urban living with premium commercial space in a high-density format.


According to project details, the residential element would comprise 163 one-bedroom and 55 two-bedroom apartments. All units are designed with private balconies and access to shared amenities, including a gym, Pilates studio, games room, and a residents-only cinema. A 24-hour concierge service is also planned.


In total, the development would provide accommodation for up to 270 residents. The office component, spread across seven individual units, aims to attract businesses seeking centrally located, future-ready workspace.


Altura is currently in the planning and technical design phase, with construction anticipated to begin in 2027. The building is designed by Preston-based David Cox Architects and is expected to take approximately two and a half years to complete. The site is currently used as a surface-level car park.


TSS Property is actively seeking investment partners and collaborators to help realise what it describes as a "once-in-a-generation" project. The firm says Altura reflects over two years of design development and consultation, and is intended to set a new benchmark for high-rise development in the North West.

If delivered as planned, Altura would mark a significant milestone in Preston’s urban development and contribute to the city’s ongoing transformation efforts.
