Liverpool City Mayor reveals £2bn plans for 64,000 new homes

A £2 billion plan to deliver more than 64,000 new homes across the Liverpool City Region has been unveiled by Mayor Steve Rotheram, marking a major step forward in tackling housing need and regeneration.
The Liverpool City Region Combined Authority has identified more than 300 potential development sites across Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral. The housing pipeline includes nearly 31,000 homes in Liverpool alone, with the aim of accelerating delivery through coordinated funding and infrastructure investment.
The announcement follows the recent allocation of £700 million for new social and affordable housing - the largest such investment in the region’s history.
At its January 23 meeting, the Combined Authority will be asked to endorse the pipeline and approve the creation of a Housing Investment Fund to unlock stalled sites. A Mayoral Development Corporation is also being proposed to oversee regeneration and help attract further public and private sector backing.
Mayor Rotheram said: “A decent home isn’t a privilege – it’s the foundation for everything else in life. This plan is about unlocking difficult sites and delivering the homes our communities actually need.”
Working with Homes England, the Combined Authority is already progressing a £1.3 million initiative to bring forward 310 priority sites through a Strategic Place Partnership. The pipeline estimates that 139 projects alone will require £1 billion in public investment, with the full programme expected to need up to £2 billion.
The Combined Authority will host a developer engagement event on 5 February to help mobilise interest and speed up delivery. A new Liverpool City Region Developer Network will be launched to connect contractors, developers, investors and housing associations.
Initial work on a proposed Mayoral Development Corporation will focus on the North Docks area of Liverpool, with plans to roll the model out across other key regeneration zones.
