Construction starts on Foundry Business Park
£28 million industrial project starts

Construction has officially commenced at Foundry Business Park in Bilston, Wolverhampton, where a long-vacant brownfield site is being redeveloped into a 15-acre industrial and urban logistics hub.
The £28 million scheme is being delivered by Goold Estates, the City of Wolverhampton Council’s chosen development partner, with Caddick Construction appointed as the main contractor.
Sustainability is at the heart of the scheme, which will target BREEAM Excellent and EPC A, and include features such as LED lighting, photovoltaic roof panels and electric vehicle charging. Units are expected to be available from spring 2026.
The project will deliver 166,500 square feet of industrial space across 15 new units, ranging in size from 2,513 to 63,466 square feet. Targeted for completion by spring 2026, the development aims to attract a range of occupiers and create up to 330 new jobs.
Foundry Business Park marks the final phase of Bilston Urban Village, a regeneration initiative led by the council. Goold Estates acquired the land from the City of Wolverhampton Council following a protracted period of preparatory work, including extensive site remediation to address the site’s former industrial use.
The West Midlands Combined Authority (WMCA) is supporting the scheme with £12.5 million in funding as part of its wider programme to unlock brownfield sites for new employment and housing. The site had previously remained undeveloped for more than 20 years due to its complex industrial legacy, which included coal mining and steelmaking.
According to Goold Estates Managing Director Dominic Goold, the construction milestone follows a significant period of consultation and groundwork. He noted that the project reflects the company’s track record in delivering regeneration schemes that bring economic and environmental value.
Sustainability is a core component of the design, with the development targeting BREEAM Excellent and EPC A ratings. Units will include features such as LED lighting, photovoltaic roof panels, and electric vehicle charging infrastructure.
The Foundry Business Park is located off Brook Street, directly adjacent to the A463 Black Country Route, with quick access to Junction 10 of the M6. It is also well served by public transport, including the Midland Metro and nearby Bilston Station.
Councillor Stephen Simkins, Leader of the City of Wolverhampton Council, said the development would provide significant employment opportunities and marks a key step in the transformation of Bilston. He highlighted the broader success of Bilston Urban Village, which has already delivered hundreds of new homes and paved the way for further inward investment.
Richard Parker, Mayor of the West Midlands and Chair of the WMCA, described the scheme as a catalyst for local growth and a central part of the region’s wider economic strategy. He noted that projects like Foundry Business Park align with the goals of the WMCA’s Growth Plan, which aims to revitalise derelict land and generate long-term prosperity.
Ray O’Sullivan, Regional Managing Director of Caddick Construction Midlands, said the contract award reflects Caddick’s growing presence in the region. He added that the firm will be working with a local supply chain to deliver the project to a high standard while supporting the local economy.
