Muse appointed to lead Castleford regeneration

Muse has been appointed by Wakefield Council as Strategic Regeneration Partner for Castleford, with the developer set to help shape a long-term programme of investment and development across the town.

The partnership will initially focus on developing a shared vision and delivery strategy, including opportunities to revitalise Castleford town centre, strengthen its connections with the riverside and identify projects capable of attracting further investment.

Unlike a conventional development appointment, there is not yet a defined masterplan or construction programme attached to the partnership. Muse will instead work with the council, local communities and other stakeholders to establish priorities before individual proposals are brought forward.

The appointment builds on an existing relationship between Muse and Wakefield Council and comes as Castleford benefits from investment through the Town Deal and Pride in Place programmes, alongside improvements already underway within the town centre and riverside.

As the largest town in the Wakefield district, Castleford also benefits from transport connections across West Yorkshire and the wider North, providing a potential foundation for further residential and economic growth.

The partnership will explore how regeneration can support new housing, public realm improvements, economic activity and stronger connections across the town.

Dew added: “Together, alongside the Council and other key partners, we want to create places that support healthier, more connected communities, deliver much-needed affordable homes, enhance public spaces and help attract further investment into the town.”

The appointment reflects a model increasingly being adopted by local authorities seeking to bring forward complex regeneration over longer periods rather than commissioning individual developments in isolation.

Strategic development partnerships can allow councils and private-sector partners to establish a wider programme first, before progressing individual sites as funding, planning and market conditions allow.

For Castleford, that approach could prove particularly relevant as Wakefield Council looks to build on existing public investment and use improvements to the town centre and riverside as a catalyst for further regeneration.

Cllr Matthew Pinder, Wakefield Council's Cabinet Member for District Regeneration and Regional Growth, said: “This appointment marks an exciting new chapter for Castleford. Working with Muse, we’ll bring forward projects that attract investment, improve connections across the town centre, and create new opportunities for residents and businesses.”

He added: “Together, we share an ambition to deliver lasting regeneration that makes a real difference to people’s lives.”

The Castleford appointment also expands Muse's regeneration pipeline across Yorkshire and the North East.

The developer is involved in the Durham Innovation District and, through ECF – its partnership with Homes England and L&G – regeneration programmes in Bradford, Hull, Gateshead and Sunderland.

Attention in Castleford will now turn to establishing the development strategy itself. Muse and Wakefield Council will work with residents, businesses and other stakeholders over the coming months, with individual schemes expected to emerge as that process progresses.

Rather than beginning with a predetermined development, the partnership therefore starts with a broader question: how existing investment in Castleford can be turned into a sustained programme of regeneration capable of attracting further capital and development to the town.
