Trafford Council launches tender for Stretford Mall development
Bids invited to design and build residential-led mixed use scheme

Trafford Council has issued a tender for the delivery of Plot 2A of its major Stretford Mall regeneration scheme, inviting bids from contractors to design and build a new residential-led, mixed-use development.
The Plot 2A project comprises 249 Build to Rent apartments and around 200 sq m of ground floor commercial space, alongside amenity areas and new public realm. The estimated value of this phase is £60 million (excluding VAT).
Procured on behalf of the Bruntwood Trafford Council Residential Joint Venture, the scheme is part of a wider masterplan for the Stretford Mall area, with future phases – Plot 2B (£45 million) and Plot 1 (£70 million) – also included in the council’s long-term delivery programme, subject to planning, funding and the successful completion of Plot 2A.
The tender process will follow a two-stage Competitive Flexible Procedure, starting with a scored Procurement Specific Questionnaire (PSQ) to shortlist qualified bidders. The selected contractors will then progress to a formal tender stage.
The contract includes design, construction, completion and defects rectification. Trafford Council will use a Pre-Construction Services Agreement (PCSA) followed by a main contract to finalise design and agree costs.
The estimated total value of the full scheme is £210 million (including VAT). Interested bidders must submit enquiries by 5 January 2026, with final tenders due by 12 January 2026. The contract is expected to commence in June 2027.
