Tustin Estate regeneration secures Phase 2 Gateway 2 approval

Bouygues UK has secured Gateway 2 approval with requirements for the second phase of the Tustin Estate regeneration in Southwark. The four-phase programme will deliver nearly 700 homes alongside more than 1,800 sq m of commercial space and a central park.

The redevelopment, being delivered with Southwark Council, also includes refurbishment of existing council homes. Phase 1 has been completed and handed over to residents, with the wider programme scheduled for completion in 2030.

The Building Safety Regulator confirmed the Phase 2 decision on 18 October. Bouygues UK said four minor requirements remained to be addressed, with the approval allowing the team to progress towards construction.

The commercial floorspace and central park form part of the wider estate plans, alongside new affordable housing and community spaces. Works on the regeneration programme began in autumn 2022.

Preparations for the Phase 2 submission included a six-month design period from July to December 2025. Bouygues UK appointed a multidisciplinary team involving more than 28 specialist design, engineering and technical partners.

Nearly 900 documents were submitted to the regulator, covering matters including structural engineering, fire safety, accessibility and sustainability. The submission was validated in late January 2026 and reviewed over 34 weeks, which Bouygues UK said was within the regulator’s advertised timeframe for complex projects.

The contractor said it worked with the regulator throughout the review to address technical queries, resolving most requests for information within 12 weeks. It also developed digital templates and processes to manage the design information.

Marianne Chardon, head of design at Bouygues UK, said: “The rigorous design process, collaborative approach with the regulator, and robust documentation framework have positioned Tustin Phase 2 as a benchmark for complex housing delivery under the Building Safety Act.”

The wider regeneration has a stated carbon reduction target of 94%. Bouygues UK also reported that the completed first phase received a Pineapple Award for Community Engagement.
