Carpark transformation plans underway

Capital&Centric appoints Clegg Construction to unique regen project

13 August 2025

Developer Capital&Centric is moving ahead with its unique carpark-to-homes transformation in Newcastle-under-Lyme as it enters into a Pre-Construction Services Agreement (PCSA) with Clegg Construction.

Karparc is the UK’s first car park conversion and will see the space transformed into one- and two-bedroom apartments. The project also includes green and social spaces, a gym, lounge and mini cinema.

John Moffat, Joint Managing Director at Capital&Centric, says: “This isn’t your average regeneration. We’re flipping expectations of what’s possible in our towns. Signing with Clegg Construction means Karparc is one big step closer, bringing new homes, green spaces and energy to a spot that’s long been overlooked. We can’t wait to get going this autumn.”

Simon Tagg, Council Leader at Newcastle-under-Lyme Borough Council, adds: “It’s great news that this pioneering scheme, one of three being delivered for the council by Capital & Centric to reimagine Newcastle town centre, has reached an exciting new phase. We’re really looking forward to seeing this visionary project – the first of its type in the country – come to life which will attract new people into the area who will in turn support our local businesses.”

The regeneration of the town centre has seen major investment from NULBC and the Government’s Future High Street Fund and Town Deal Fund thanks to authority led bids, with the developer set to start work later this year.

Karparc is part of a wider scheme in the town with Newcastle-under-Lyme Borough Council aiming to deliver a new neighbourhood based around the former car park and nearby York Place Shopping Centre, renamed Astley Place.
