Clegg Construction clears Gateway 2 for £46m Sheffield apartment scheme

Approval paves the way for 267 build-to-rent homes to begin on site in January.

14 January 2026

Clegg Construction has received Gateway 2 approval for a £46 million apartment scheme on Nursery Street in Sheffield, allowing work to begin this month on the 12-storey development.

The 267-home build-to-rent project is being delivered for Liverpool-based developer Brickland, with the Building Safety Regulator (BSR) authorising the next stage of construction under new legislation introduced by the Building Safety Act 2022.

Designed to strengthen safety standards for high-rise residential developments, Gateway 2 approval confirms that the project meets enhanced regulatory requirements.

Michael Sims, managing director at Clegg Construction, said: “Securing Gateway 2 approval confirms that this development in Sheffield meets the most stringent of safety requirements. This approval means that we can now proceed to the next stage, with enabling work starting on site.”

The scheme team includes architect Hadfield Cawkwell Davidson, built environment consultancy Ridge, MEP services consultant Futureserv, project manager and quantity surveyor Egan Lucocq Ltd, and Design Fire Consultants.

The project adds to Clegg’s growing portfolio of residential schemes, which includes The Ironworks in Sheffield, Spinners Yard in Leeds, and Gilders Yard in Birmingham. The company is also currently working on the University of Sheffield’s new Faculty of Health building.
