Liverpool Pall Mall office scheme advances with VINCI appointment

Flagship commercial development reaches  milestone as contractor appointed for first phase of city regeneration.

Liverpool's flagship Pall Mall office development has taken a significant step towards construction following the appointment of VINCI Construction as design and build partner for the scheme.

 

Liverpool City Council and Kier Property selected VINCI following a two-stage tender process, marking the latest milestone in the delivery of one of the city's most important commercial regeneration projects.

 

The appointment follows confirmation earlier this year that the scheme would benefit from government backing announced by Chancellor Rachel Reeves at UKREiiF, where Pall Mall was identified as one of the priority projects to be supported through the Liverpool City Region Combined Authority's £2 billion Investment Fund.

 

Located within Liverpool's Commercial Business District, the development forms part of a wider masterplan to create a modern commercial destination capable of attracting new businesses, investment and employment into the city centre.

 

The first phase will deliver high-quality, net zero carbon-enabled office accommodation alongside ground floor retail space and a new half-acre public green space, supporting Liverpool's ambition to increase the supply of premium commercial workspace.

 

The project reflects the Government's wider emphasis on brownfield regeneration and city centre densification, with Pall Mall identified as a key opportunity to support economic growth through the redevelopment of existing urban land.

 

VINCI Construction, part of the global VINCI Group, brings extensive experience in delivering complex commercial and regeneration projects across the UK. Its appointment moves the development from planning and funding towards the construction phase, providing greater certainty around delivery.

 

The progress on Pall Mall is also seen as an important signal of momentum for Liverpool's wider regeneration programme. Alongside other city centre developments, the scheme forms part of a broader strategy to strengthen the city's commercial offer and attract occupiers seeking modern, sustainable office accommodation.

 

The appointment was highlighted at an Imagine Liverpool Board event in London, where city leaders and development partners showcased Liverpool's investment pipeline to institutional investors and the wider property market.

 

Councillor Liam Robinson, Leader of Liverpool City Council, described Pall Mall as a transformational opportunity that would deliver the high-quality commercial space needed to support a modern and growing economy, while helping attract businesses and create new employment opportunities.

 

Mark Robinson, Senior Development Director at Kier Property, said the project represented an important step in delivering a premier commercial destination that would support long-term economic growth for Liverpool.

 

Gary Hughes, Regional Director at VINCI Building, said the company was proud to play a role in what he described as a transformative investment for Liverpool's Commercial Business District, adding that its local workforce and supply chain would help maximise the project's economic benefits across the city region.

 

The appointment underlines the continuing importance of high-quality office development within city centre regeneration programmes. As occupiers increasingly seek sustainable, flexible workplaces in well-connected locations, schemes such as Pall Mall are expected to play a central role in supporting investment, employment and long-term urban renewal.
