Gateway 2 approval secured for Heber Street student development

Downing gains BSR approval for 411-bed student scheme in Newcastle.

Downing has received Building Safety Regulator Gateway 2 approval for its student accommodation scheme on Heber Street in Newcastle city centre, clearing the way for construction to begin in March 2026. The approval marks a key milestone in the final phase of the company’s Downing Plaza masterplan.

 

The Heber Street development will deliver 411 student bedrooms, including 303 self-contained studio apartments and 20 cluster flats. The clusters will comprise one three-bed, nine five-bed and ten six-bed units, each offering shared kitchen, living and dining spaces.

 

Designed by Simpson Haugh, the scheme consists of a single building split into three linked sections, reaching 10, 12 and 14 storeys. It is targeting a BREEAM Excellent rating and includes various sustainable design features. The project will also offer internal amenity areas, ancillary facilities and landscaped gardens.

 

Gateway 2 approval was granted on 27 November 2025, 42 weeks after submission. The delay has pushed the construction timetable back by a year, with the building now expected to open to students in September 2028.

 

Heber Street represents the final component of the wider Downing Plaza redevelopment, which has transformed the former Newcastle and Brown Brewery site. The broader scheme has already delivered more than 1,800 student rooms, a 183-bed hotel, academic space for Newcastle University Business School and retail provision.

 

Downing described the approval as a significant step and reaffirmed its commitment to meeting the requirements of the Building Safety Regulations.
