Habiko identifies first sites for 590 low-carbon affordable homes

Chester and Warrington sites for 590 low-carbon homes for rent

Habiko, the affordable housing partnership between Pension Insurance Corporation (PIC) and Homes England, has announced its first two development sites in Chester and Warrington, with plans to deliver a combined total of 590 low-carbon, low-energy homes for rent.


The Chester site, located at Charterhall Drive adjacent to the city’s railway station, is expected to deliver around 350 homes. Designs are being developed by architect shedkm, with a planning submission targeted for later this year. The scheme will form part of a wider 15-year economic regeneration strategy for the city.


The Warrington site is located near the Times Square district, close to local amenities and public transport. Plans developed with AHR Architects envisage around 240 homes.


Both projects form part of Habiko’s long-term target to build 3,000 affordable and sustainable homes across England over a 12-year period. The programme is expected to represent around £1 billion in completed development value, with forward funding provided by PIC.


Habiko has set a minimum threshold of 75% affordable rented housing for each development, with a target of up to 100%, depending on local needs. Discounted Market Rent homes will be priced at least 20% below local market rates. Tenures will be agreed with local authorities based on housing demand.


The partnership said its focus is on delivering homes that are both affordable and energy efficient, aiming to reduce emissions and running costs for residents. All sites will prioritise sustainable transport connectivity and integration with town centres.


Stakeholder engagement is planned throughout the development process, with community input to help shape design proposals and ensure local needs are met.


Habiko was launched in early 2025 as a joint venture between PIC, Homes England and developer Muse. The initiative is intended to combine long-term institutional capital with public sector insight to scale delivery of high-quality, low-carbon homes for rent.


Planning applications for both sites are expected in the coming months.
