Manchester PBSA scheme clears Gateway 2
HG Construction appointed as 239-bed student accommodation project moves into delivery

Construction is set to begin on a 239-bed purpose-built student accommodation (PBSA) scheme in Manchester after the development secured Gateway 2 approval under the Building Safety Act, allowing work to commence on site.
Far East Orchard confirmed that its Plymouth Grove development has received the mandatory regulatory approval required before construction can begin on higher-risk residential buildings. The project, located within walking distance of both the University of Manchester and Manchester Metropolitan University, is scheduled for completion in time for the 2028/29 academic year.
Separately, contractor HG Construction announced it has been appointed as delivery partner for the scheme following the successful Gateway 2 approval, with the project to be delivered by the company's Northern team.
The development forms part of the Far East UK Student Accommodation Development Fund (FESAD), which is managed by Far East Orchard and focuses on expanding the company's UK PBSA portfolio. Once complete, the building will be operated by Homes for Students, a Far East Orchard subsidiary, reflecting the group's integrated model spanning development, investment and long-term operations.
The project represents another milestone in the evolution of the UK's post-Grenfell building safety regime. Introduced under the Building Safety Act, Gateway 2 requires developers of higher-risk buildings to secure regulatory approval before construction can begin, demonstrating that detailed design proposals meet enhanced safety requirements.
While the additional approval process has extended development programmes across parts of the residential sector, a growing number of projects are now successfully progressing through the system, providing greater certainty for developers and contractors preparing to move into delivery.
For the student accommodation sector, the scheme also reflects continued investment in cities where structural demand continues to outpace supply.
Manchester remains one of the UK's largest student markets, supported by both domestic and international enrolments. According to Far East Orchard, the city continues to experience an undersupply of purpose-built accommodation, making new developments an attractive proposition for long-term investors. The Plymouth Grove scheme will provide modern student housing alongside communal facilities designed to support student wellbeing and shared living.
The project also demonstrates continued progress across Far East Orchard's wider UK development pipeline. Plymouth Grove follows the topping out of the fund's Osborne Street PBSA scheme in Glasgow earlier this year, meaning the company's first two UK developments are now advancing through successive stages of delivery.
For HG Construction, the appointment adds another major student accommodation project to its portfolio at a time when PBSA continues to represent one of the more resilient segments of the residential market. Institutional investment has remained strong despite wider pressures affecting housing delivery, with developers continuing to target university cities where long-term demand fundamentals remain robust.
As Gateway 2 approvals become increasingly routine across the industry, projects such as Plymouth Grove suggest the market is beginning to adapt to the UK's enhanced building safety regime. Rather than acting solely as a regulatory hurdle, the approval process is becoming a key milestone that provides confidence for developers, contractors and investors before schemes move into construction.
