City of London backs major redevelopment of Liverpool Street station

The City of London Corporation has approved Network Rail’s plans for a major redevelopment of Liverpool Street Station, paving the way for a comprehensive overhaul of Britain’s busiest railway hub.

 

The scheme will deliver a significantly expanded and modernised station alongside new commercial office space, retail and public realm improvements, forming a central part of the Square Mile’s long-term growth strategy.

 

Designed to future-proof the station for more than 200 million passengers in the decades ahead, the redevelopment will introduce step-free access to all platforms, including the London Underground, and substantially increase concourse capacity to ease congestion. Planned upgrades include additional ticket barriers, wider platforms, more escalators and lifts, expanded passenger lounges and improved toilet facilities.

 

The project also incorporates new office accommodation and a range of shops, cafés and cultural spaces. These will be supported by enhanced pedestrian routes and landscaping, with an emphasis on pedestrian and cycle-friendly design, greening and energy-efficient construction methods.

 

Liverpool Street recorded 98 million entries and exits in 2024/25, according to the Office for Rail and Road, 41% higher than its pre-pandemic peak, making it the busiest station in the UK. Recent City Corporation data also shows a continued return to the office, with footfall in the Square Mile reaching 12.1 million in October, surpassing previous post-pandemic records.

 

The redevelopment forms a key element of the City Corporation’s ‘Destination City’ strategy, which seeks to reinforce the Square Mile’s global competitiveness by delivering high-quality infrastructure and commercial space.

 

Policy Chairman Chris Hayward described the project as “a major step forward for the Square Mile”, adding that it would support business growth, create jobs and strengthen the City’s position as a global investment destination.

 

Tom Sleigh, chairman of the Planning and Transportation Committee, said the scheme would represent “a major improvement by every measure,” combining enhanced accessibility with bold new architecture.

 

The plans were shaped following engagement with accessibility advocates and heritage groups, with revisions made to better celebrate the station’s historic entrances and architectural character while introducing contemporary structural and spatial upgrades.

 

The redevelopment now moves into its next phase, with delivery expected to significantly reshape one of London’s most important transport and commercial gateways.
