Ilderton Wharf mixed accommodation given green light by Southwark Council

A development from Fifth Estate in Southwark combines PBSA and affordable housing.

Ilderton Wharf, close to the Milwall Football Club, will provide a 13-storey block of 80 affordable homes next door to a 27-storey tower providing 477 student rooms along with 2,000 sq m of light industrial floor space for local enterprises.  The scheme from Fifth Estate will also add 1,350 sq m of outdoor public space.


Ilderton Wharf is located within the Old Kent Road Opportunity Area, identified as an area with potential for 12,000 new homes and 5,000 new jobs by 2041.


More locally, the immediate area is undergoing significant changes with a range of major building consents and recently constructed developments around Ilderton Road, including the New Bermondsey / Surrey Canal Triangle Masterplan, and Fifth State’s consented scheme at 79-161 Ilderton Road.


The developer is aiming for at least 35% carbon reduction improvement over the baseline model, and as close to net zero as possible. Policy P70 in the Southwark Local Plan 2022 refers to the energy hierarchy of Be Lean, Be Clean, Be Green and Be Seen. Stating that the development must be net zero carbon and reduce onsite carbon emissions by 100%. Within exceptional circumstances a carbon offset payment may be made to make up any shortfall.


The main PBSA building will use a central air source heat pump (ASHP) to provide heating and hot water. The residential development will be supplied by heat interface units (HIUs). VRF air conditioning will supply cooling in amenity space.


To meet Part O (Overheating) of the Building Regulations requirements, each apartment in both blocks will be supplied with mechanical ventilation with heat recovery (MVHR). The heat recovery units will have an additional purge boost fan to provide a boosted air rate to assist with cooling the spaces.
