Slough backs £640m North West Quadrant plans

Former university site proposed for 1,539 homes and 25,030 sq m of offices

4 November 2026

Muse and Homes England have secured a resolution to grant planning permission for the £640m North West Quadrant regeneration in Slough town centre. The proposals would bring 1,539 homes and a substantial office building to the vacant former Thames Valley University site.

Slough Borough Council’s Planning Committee backed the mixed-use plans for the 3.6-hectare site beside the railway station. The resolution is a step towards securing planning permission; the announcement does not set out a construction timetable.

Alongside the homes, the scheme includes 25,030 sq m of offices and 3,220 sq m of retail space. A 450 sq m nursery would accommodate 100 children, with a community events space also proposed.

A new central park would sit within a network of public green spaces and play areas. The plans include improved walking and cycling connections throughout the site and 420 parking spaces.

The land has remained vacant since the former university campus closed. Muse and Homes England developed the proposals through consultation with residents, businesses and other local stakeholders.

Hollie Carlile, senior project manager at Muse, said: “Securing a resolution to grant planning permission for North West Quadrant is an important milestone for the project and for the continued regeneration of Slough town centre.”

She added: “Muse and Homes England have worked closely with the local community and stakeholders as the proposals have developed, and we are grateful to everyone who has taken the time to engage with us and share their views.”

Muse has worked in Slough through its joint venture with the council for more than a decade. Its completed projects include the Curve, Slough Ice Arena, the Centre and the Moxy Hotel, alongside more than 500 homes delivered over the past 13 years.

Charlotte O’Mahony, project director at Homes England, said: “In partnership with Muse, the resolution to grant planning permission for North West Quadrant enables us to move forward with transforming this long-vacant site into a vibrant mixed-use neighbourhood.”

Consultation before submission included Community Conversation events. Further engagement after the application was lodged sought views on ground-floor uses, including shops, cafés and community facilities, as well as potential temporary uses for parts of the site before development is completed.
