Wolverhampton regeneration project work underway on Phase One

ECF delivering 1,000 homes with retail in city centre Smithgate scheme

Smithgate, a transformational regeneration project in the heart of Wolverhampton, has taken a major step forward as construction officially begins on the first phase, following the appointment of a contractor and confirmation of funding.

 

The scheme, led by ECF, a joint venture between Homes England, Legal & General and Muse, is being brought forward in partnership with the City of Wolverhampton Council. The £83 million first phase, known as Bicycle Works, will deliver 331 new homes, high-quality public realm and act as a springboard for wider regeneration across the 12-acre site.

 

Designed as a vibrant new city quarter, Smithgate will ultimately deliver up to 1,000 homes along with 20,000 sq ft of retail, leisure and commercial space. It is part of a long-term commitment to re-energise the city centre with new places to live, work and connect.

 

Caddick Construction has been appointed as main contractor, with the works already underway. The development is backed by £18 million from the West Midlands Combined Authority alongside £65 million in private investment, demonstrating strong regional and institutional confidence in Wolverhampton’s future.

 

Basit Ali, development director at ECF, says: “Reaching these milestones is a major step forward for Smithgate. With funding in place and Caddick on board, we can now accelerate deliverr, bringing high-quality homes, green spaces and vibrant places that not only make Wolverhampton more liveable but also unlock economic growth.”

 

The wider Smithgate masterplan includes green public spaces, new shops, cafés and amenities, designed to create a welcoming civic environment that strengthens community ties and supports local businesses. Over the next decade, the regeneration is expected to deliver significant economic impact, with hundreds of new homes, skilled jobs and increased city centre footfall.

 

Sir Michael Lyons, chair of ECF, says the transformation of Smithgate will “unlock economic growth, create jobs and act as a catalyst for further investment.”

 

Cllr Chris Burden, cabinet member for city development, jobs and skills at the City of Wolverhampton Council, adds: “Smithgate is Wolverhampton’s largest regeneration scheme. It will deliver hundreds of new homes for local people, create jobs and boost businesses, securing brighter futures for all.”

 

Smithgate forms part of a wider investment push across the city, which includes the recently completed £61 million City Learning Quarter and a £19 million programme of city centre improvement works.
