Bristol student tower and community hub approved at Cabot Circus

Mixed-use scheme will transform underused city centre land with student housing and public space.

29 April 2026

AHMM has secured planning permission for a mixed-use redevelopment next to Cabot Circus car park in Bristol, bringing forward student accommodation, community facilities and public realm improvements.

Approved by Bristol City Council, the scheme will regenerate an underutilised brownfield site into a pedestrian- and cycle-focused destination in the city centre.

The proposals include two new buildings: a 28-storey purpose-built student accommodation tower and a separate community centre building. The student tower will feature a ground floor café and a distinctive octagonal form designed to mark a key gateway into the city.

Alongside the new buildings, the development will introduce significant landscaping and planting, creating a buffer between traffic and pedestrian routes while improving safety and accessibility around the existing car park access road.

The community element is intended to address a shortage of accessible youth and social spaces in central Bristol. Discussions are underway with local organisation Bristol Horn Youth Concern to occupy the new facility, providing a base for activities and support services for young people.

The scheme forms part of wider investment in the area by Hammerson, joint venture owner and development manager of Cabot Circus. It aims to enhance the surrounding public realm while introducing a mix of uses that support both residents and the local community.

With planning approval now secured, the project is expected to contribute to the continued evolution of Bristol city centre, combining student living with community infrastructure and improved urban connectivity.
